Fighting terror at home
Countries all over the world have been beefing up their anti-terrorist policies. Lots of secret stuff, colorful codes, lots of money being thrown towards interdepartmental cooperation and communication services and the like, but have you heard anything you can do other then the vague "be alert"? David Stevenson wrote a simple 10 point plan to lead anti terrorism efforts into the 21st century.
Though not the definitive guide against terror, the piece does turn us in a completely new direction and a very useful one. It is time we join the global guerilla's in the 21st century. Let's put the billions of Euros in communications equipment we own to good use preventing terrorist attacks and in the case of an attack, in it's aftermath. This country has shown a remarkable lack of ability to coordinate responses after a disaster, Smartmob-like tactics could prove very successful in situations like that, but only when we are prepared in advance.
Risk communications experts agree the chance of panic after an attack increases when people do not feel they personally can do anything to cope with it. Not only will an approach that empowers ordinary people stand a good chance of reducing terror strikes, it certainly will reduce it's effectiveness.
