Langs verschillende wegen is de laatste tijd mijn interesse gewekt voor het begrip identiteit. Ook in ons project lijkt voor dit begrip een belangrijke rol te zijn weggelegd. In de eerste PNC sessie (over normen en waarden) speelde het begrip mijns inziens een sleutelrol, evenals in de tweede sessie; Lange termijn denken impliceert denken over identiteit. De derde sessie over groepen en groepsvorming was wederom doordrenkt van vragen rondom de identiteit van groepen en personen.
Vanwege de vele raakvlakken die het begrip identiteit lijkt te hebben met PNC stel ik voor dit begrip eens gezamelijk aan een onderzoek te onderwerpen.

Afgelopen vrijdag had ik een zeer interessante discussie met Marijn en Marc naar aanleiding van het artikel
Leverage Points, Places to Intervene in a System van Donella Meadows (
hier vind je een korte samenvatting, maar het hele artiekel is een aanrader). Het artikel vormt tegelijkertijd een introductie in systeem theorie, een begrippenkader dat een brug slaat tussen de onderwerpen waarover wij ons doorgaans in discussies buigen en de resultaten uit de theorie van complexe systemen en netwerken waarin momenteel relevante vorderingen worden gemaakt. Het biedt een analyse en begrippenkader dat vruchtbaar is om de achterliggende visie van dit project te begrijpen, om in de loop van het project in diverse vormen toe te passen en om te verbeteren en evolueren (en natuurlijk ook te relativeren).

Nadat de PvdA fractie gister de gekozen burgemeester heeft verprutst is D66 (waarvan ik nog steeds lid ben) vandaag aan de gang. Triest hoe onvoorbereid men daar was en vooral treist dat men nu zoveel stampij in het kabinet aan het schoppen is. Het had mijns inziens veel verstandiger geweest als De Graaf zich niet had uitgelaten over de vernieuwing van het kiesstelsel en de resterende D66 kabinetsleden (en hun partijgenoten) niet zo opelijk met hun portefeuille zwaaiden.
D66 had altijd binnenskamers met het mes op tafel kunnen onderhandelen. Door in het openbaar het spel zo hoog te spelen ondergraaft D66 de eigen positie. Nu de crisis in de lucht hangt zijn VVD en CDA vermoed ik een stuk minder toeschietelijk geworden.

De senaatsfractie van de PvdA heeft zojuist de grondwetswijziging die een gekozen burgemeester mogelijk moest maken getorpedeerd. Dank jullie wel jongens. Het voorliggende voorstel verdiende dan wel niet de schoonheidprijs, nu zitten we dus nog jaren met die zinloze discussie opgescheept in plaats van dat we het over belangrijke zaken kunnen gaan hebben. En dat terwijl er inmiddels kamerbreed steun is voor de gekozen burgemeester.

Vandaag in het vragenuur van de Tweede Kamer: De postcodeloterij heeft het wonderbaarlijke idee opgevat haar deelnemers te bestelen om een cadootje voor ons staatshoofd te kopen. Zonder daarvoor toestemming te vragen zal de loterij geld afschrijven van haar deelnemers voor een cadeau voor het 25 jarig jubileum van Beatrix. Via een "opt-out" regeling kanmen zich hier nog aan onttrekken, maar slechts tegen betaling (het telefoonnummer waar men zich kan afmelden kost geld(update: wordt nu gratis)) en alleen vooraf. Wie op vakantie is en bij thuiskomst ontdekt bestolen te zijjn door de postcodeloterij kan volgens Donner naar zijn geld fluiten. Daar de loterij valt onder het ministerie van Justitie heeft minister Donner hier toestemming voor moeten geven.
Geld afnemen zonder toestemming, minister Donner zal het wel beter weten, maar ik noem dat diefstal. Heeft er al iemand aangifte gedaan?

Maintenance warning
Yes, posting has been very light to say the least. This will not
improve for at least a month. Since the start of this weblog, I have
been experimenting with this new medium and learning how to use it. In
the process I've made a lot of mistakes and have strayed quite a bit
from the original path I had in mind for DutchDreams.net. To sum things
up, this site has been a "beta release" for the real thing, meant to
allow me to experiment and to do things right only after a while.
So now I think the time has come for me to implement what I've learned.
Next February this site will celebrate it's first birthday. I plan to
have a "version 1.0" up and running somewhere that month.
What will change? The main part of this site will be dedicated to what
I call dreams. Read the quote in the header or remember the famous
speech by Martin Luther King. More mundane, day-to-day thoughts will
probably find their place in a separate weblog. I'll also be changing
the site design and maybe add some features. It's all very much a work
in progress though, so I'm not yet sure how it will all turn out in the
end. Suggestions on how to improve the site are of course very
welcome...

mainly interested in the
extent of pre-war involvement).

aiding some elements of the anti-American insurgency after Baghdad
fell--and raises important questions about whether Iran will continue
to try to destabilize Iraq after elections are held. The classified
intelligence reports, covering the period July 2003 through early 2004,
were prepared by the CIA; the Defense Intelligence Agency; the Iraq
Survey Group, the 1,400-person outfit President Bush sent to Iraq to
find weapons of mass destruction; the Coalition Provisional Authority;
and various military commands and units in the field, including the V
Corps and the Pentagon's Combined Joint Special Operations Task Force.
The reports are based on information gathered from Iraqis, Iranian
dissidents, and other sources inside Iraq. U.S. News also reviewed
British intelligence assessments of the postwar phase in Iraq."

Many philosophers have viewed the state as the basic unit of
geopolitical relations. Some (most notably Hegel and his followers)
have gone so far as to personify states and their relations. Lately I
wonder, is this notion of the state just some modernists construct or
does it have some deeper significance. Are we moving towards a
post-modern state?
Robert Cooper of Demos thinks we are. In this piece, a framework for a post-modern state is laid out. Jeremy Rifkin has a different angle, but his "New European Dream" shares a lot of the notions mentioned by Demos. Is the state slowly being redefined?

Het Project New Century (PNC) valt uiteen in drie dimensies. De eerste
dimensie is het nadenken over fundamentele vragen en het geven van
antwoorden daarop in het licht van onze tijd. Het doel is het
ontwikkelen van een visie. De tweede dimensie is het proces dat we
persoonlijk en als groep doormaken om tot antwoorden te komen. Het doel
is meer bewust te worden van de werkelijkheid, onszelf en elkaar. De
derde dimensie is het produceren van geconcretiseerde ideeën over onze
tijd. Het doel is dat we die vastleggen en publiceren.
De eerste dimensie biedt een basis voor het denken. De vragen die
gesteld worden, kunnen steeds op andere wijzen beantwoord worden,
waardoor steeds nieuwe inzichten kunnen ontstaan. Hoe meer inzicht, hoe
beter het beeld van onze tijd uiteindelijk zal worden.
De tweede dimensie gaat over de sociale en menselijke aspecten van het
denken. Wat durven, kunnen en moeten we wel en niet denken, zeggen en
doen? Hoe kunnen we elkaar stimuleren, kritiseren en motiveren om
nieuwe antwoorden te geven op oude vragen of om oude antwoorden te
geven op nieuwe vragen en vice versa?
Het inhoudelijke interactieproces zal lopen via de site en via
thematische bijeenkomsten (presentaties en discussies). Het gaat dan om
reflectie op het onderzoeksproces.
Het groepsproces moet ontstaan tijdens daarvoor bedoelde bijeenkomsten
zoals een borrel, een boekbespreking of een brainstormsessie. De
veiligheid van de groep is vereist voor fundamentele vragen en
diepgang. We zullen elkaar moeten leren kennen, respecteren en
accepteren. Diversiteit is de bron voor creativiteit. We gaan ervan uit
dat er een gemeenschappelijke basis is waarop we kunnen bouwen.
Interesse, kennis en kunde is vereist voor deelname alsmede
samenwerking met andere groepsleden. Juist de groep is tot meer in
staat dan de som der deelnemers.
De derde dimensie gaat over het uiting geven aan de ideeën die we
hebben opgedaan. Schrijven en onderzoeken zijn essentiële onderdelen
van het project. Uiting geven aan ideeën kan in verschillende vormen
plaatsvinden. Het onderzoeksproces moet leiden tot:
- Boeken
- Politieke programma’s
- Artikelen
- Spreekbeurten
- Sketches
- Cabaret

functionality and the PNC process I have decided to cerate a space for
this on the site. I invite you to use the category "Meta" for
discussions about this project, it's process, technical issues and
anything else that is not PNC content.
It appears there are some
barriers towards participating, please inform me of them, so I can work
to remove them... So hit the "comments" link below this article and
start typing. Or, if you're a member, log in and write a new post with

When you thought that Neli Kroes had a hard time getting European
Parliaments approval for the function as Commissioner, you should read
this:

The endorsement of Mr. Buttiglione is compromised because it looks like
a majority of parliament is having trouble with the person of Mr.
Buttiglione. In short: he, as a proper Catholic, doesn’t like gay
people and thinks single mothers are bad mothers. The European
Parliament (EP) is threatening to reject the entire Barrosso Commission
if certain demands are not fulfilled. First, but less important to the
bigger picture, the EP wants to limit Buttigliones powers in the field
of discrimination and equal treatment (as part of his post as Justice
and Security Commissioner). Secondly, in my view the recent actions of
the EP are nothing more than a continuation of their constant power
struggle with the EC and other EU institutions. This has led,
successively, to the increasing usage of the Co-decision procedure,
which means that the EP has to give its approval on proposed
legislation and the increase of the use of QMV (Qualified Majority
Voting) in parliament in almost all areas. They are now demanding more
powers, for example the right to dismiss individual Commissioners,
without having to fire the whole Commission.
So watch out for the idea that the EP is some sort of proper and stable
institution; this is politics so when powers can be increased they will
try and do so

Boris Dittrich is Cuba uitgezet!
LOL... Castro vond 'm niet lief, heeft zeker met ene Lodewijk de W.
gepraat. In ieder geval is de schurk direct bij aankomst in de kraag
gevat:
"Het drietal was naar Cuba gereisd om zich van de mensenrechtensituatie
op de hoogte te stellen. Bij aankomst werd het gezelschap aangehouden."
Service toch van Castro? Heeft 'ie meteen de binnenkant van de
gevangenis kunnen inspecteren. Dittrich wilde trouwens zo graag met
dissidenten praten? Die zaten volgens hem toch ook in de cel? Maar dat
'ie nou dankbaar is...
"Volgens de woordvoerster van Dittrich heeft de D66-leider haar via
sms'jes vanuit de cel op de hoogte gehouden van zijn situatie. Dittrich
is zeer verbolgen over het incident: "Ik ben woedend. Ik heb zoiets nog
nooit meegemaakt"."

On fraud, high prizes and negotiation in large building projects in the Netherlands
Intriguing is the questioning of the parliamentary Commission that
investigates events surrounded large building project in the last
decennia. The affaire we have come to know as the ‘Building Fraud’
(Bouwfraude) is consuming many civil servants and their political
superiors for some time now. What seems to be the problem? Well the
present situation is one where the original cost-estimates are exceeded
almost twice over (we are not talking millions here, but billions) and
the people responsible desperately saving their skin.
